Baku-APA. Chairman of Azerbaijan’s Committee against Torture Elchin Behbudov held a monitoring at the prison #11 of the Justice Ministry. Behbudov told APA that he had monitored the jails personally and received 6 prisoners. To him, there are 1100 prisoners there.
The human rights defender said that he had met with newly-appointed chief of the prison Justice Lieutenant-Colonel Fikret Gafarov. According to Gafarov, major repair and rehabilitation operations have been carried out in the prison since his appointment in December last year. Behbudov state that the prisoners were satisfied with the conditions, but they complained about the court decisions.
Note that, in December last year, former chief of the prison Mammadali Zeynalov was dismissed from the institution of justice because of shortcomings at work.
