Researcher of Azerbaijan People’s Republic Nasiman Yagublu told APA that in fact the parliament was to be opened on December 3.

“But Armenian and Russian nationalists prevented it. They did not want the Azerbaijani people to form its independent elected body. But after the serious interference of British General Thomson, this great historical event happened and the first parliament based on democratic principles not only in Azerbaijan, but also in the entire Muslim East started functioning,” he said.

Yagublu said the first parliament consisted of the representatives of various nations, parties.

“Irrespective of nationality, religion, every citizen had the right to have a seat in the elected body. Along with the Azerbaijanis, Russians, Armenians, Germans, Polish and representatives of other national minorities had seats in the parliament. Azerbaijan’s population was 2 750 000. 1 900 000 of them were Muslims, 500 000 Armenians, 230 000 Russians. According to the general rule, Muslims were to be represented by 80, Armenians by 21, Russian by 10, Germans by 1, Jews by 1 delegate. All political parties functioning in Azerbaijan were represented in the parliament: Musavat and neutralists had 38 seats, Ittihad Party – 13, Ahrar (Liberal) Party – 6, Socialist bloc – 13, non-Party people – 4, the independents – 3, Armenian fraction – 5, Dashnaktsutyun faction – 6, faction of minority nations – 4. It is clear from these figures that the democratic society has been established in Azerbaijan.

The researcher said that Mahammad Amin Razulzadeh made a historical speech at the opening of the parliament: in his speech, he sounded his slogan “The flag which once rose will never fall again!”.

First chairman of the Azerbaijani Parliament was Ali Mardan bey Topchubashov, deputy chairman was Hasan bey Aghayev.

The first parliament of Azerbaijan functioned for 17 months. But these seventeen months have played an important role in the life of the Azerbaijani people. During these period, about 270 bills were developed and submitted for discussions, 230 of them were approved.

In addition, these bills didn’t remain on papers, it was soon felt in the people’s life.
