European Court of Auditors: ENPI yields varied results across South Caucasus

An audit by the European Court of Auditors of the European Neighbourhood and Partnership Instrument (ENPI) has concluded that the ENPI had achieved mixed results in the Southern Caucasus. The lengthy programming and design process did not suit the fast changing and conflict-affected environment of the Southern Caucasus, “endangering the relevance of the assistance,” said the Court’s Special Report titled “Is the new European Neighbourhood and Partnership Instrument successfully launched and achieving results in the Southern Caucasus?” The ENPI’s achievements vary from country to country, the report said, ranging from a limited impact on promoting energy reform in Azerbaijan to supporting public financial management reform in Georgia. The European Court of Auditors is an independent body of the European Union and controls the use of EU financial resources.
