Ramiz Mehdiyev: â€œAzerbaijan turned into the object of cyberattacks over the past six months 30% from China and 25% from Armeniaâ€

Chief of the Presidential Administration of Azerbaijan, Academician Ramiz Mehdiyev said these words during the discussions â€œThreats to international information security in conditions of developing global information society: directions of cooperationâ€ at the First International Meeting of High Representatives Responsible for Security Matters in Sochi on October 5-6, 2010, APA reports.
Ramiz Mehdiyev said the information environment is acquiring systemic importance and actively influencing the political, economic, defensive and other components of national security. â€œThe developing information society carries new challenges. Therefore, the implementation of the concept of national security of the state is impossible without respect to the new situation, established in the world. This is why the threats to international information security are among the main urgent and discussed problems on the agenda of the international community. Today all subjects of international relations are objects of threats to information security. The absence of the necessary and adequate shield in the face of the cyber crime may paralyze the mechanism of regulating the country and lead to irrecoverable damages, human and financial losses. International institutions estimate global losses of private sector in the results of the network thefts of intellectual property at about a trillion of dollarsâ€.
Ramiz Mehdiyev said Azerbaijan pays much attention to IT development. â€œAzerbaijani President Ilham Aliyev has declared this sphere a priority trend of the socioeconomic development of the country. Azerbaijan studies the experience of developed countries in IT sphere and applies modern technologies in all spheres of life in the stateâ€.
The Chief of the Presidential Administration said that Azerbaijan is closely watching the international agenda regarding the threats to information security. â€œWe understand that Azerbaijan, like other members of the world community, is not secured from the external attack on the information and communication space of the country. For example, an international criminal grouping which managed to learn a great many of passwords and numbers of banking cards and extract money from the accounts was exposed in 2010. There has also been a case of external intervention in the system of e-sale of tickets of the national aviation company and purchase of tickets. Considering the growing information and communication interdependence, Azerbaijan is turning into the object of constant cyberattacks. The statistics of the attacks prevented in 2010 shows that their geography is wide and over the past six months they were made from: Chinaâ€“ 30%, Armenia â€“ 25%, USA â€“ 15%, Russia â€“ 10% and otherâ€“ 20%â€.
Ramiz Mehdiyev said: â€œAzerbaijan often faces the examples of open information provocation, when the world network contains materials encouraging separatist activity, challenging the territorial integrity of the state and abusing prominent sociopolitical figures of the country. It should be noted that such actions are mostly conducted by the information structures of neighbor Armenia which is in a state of war with Azerbaijan. Along with the aforementioned examples, we observe constant attempts of hacking Azerbaijani information resources, especially on the tragic dates, related to the massacres against Azerbaijani civilians in Khojaly by Armenian armed groups in February 1992. Unfortunately, the attacks are also conducted by information resources from the territories of the states which have good neighbor relations with Azerbaijanâ€.
â€œIt is time for every country to assume a responsibility for the national segment of global net and be more attentive to the content of Internet resources in the national information space. The development of single standards will be possible with the promotion of this idea for launching the process of suspension of websites with the terrorist, extremist and separatist contentâ€, said Ramiz Mehdiyev.
