According to APA-Economics, delivering keynote speech at the opening ceremony, Chairman of the Accounts Chamber of Azerbaijan Heydar Asadov noted that goals and objectives of this conference coincides with the political interest and support rendered by country’s government in direction of strengthening the Chamber’s potential in the face of intensified financial discipline and enhanced anticorruption activity in our country.
Asadov said that this conference concurs with the very remarkable period for Azerbaijan – 90th anniversary of Heydar Aliyev. The Accounting Chamber was founded thanks to his initiate and support. Moreover, he stimulated adoption of the law on Accounting Chamber. Besides, all legislative and organizational issues on external public finance control were solved.
During the activity of Azerbaijani President Ilham Aliyev, powers of Chamber were extended, financial support improved, material and technical base was strengthened. At the same time, in accordance with the Resolution on ““Promoting the efficiency, accountability, effectiveness and transparency of public administration by strengthening supreme audit institutions” adopted at the 66th session of the UN General Assembly on December 22, 2011, special national act plans were adopted to ensure transparency and accountability in Azerbaijan.
Asadov noted that improvement of legislation, increase of authorities of the Chamber of Accounting and extension of inspected spheres allowed strengthening of activity of the Chamber. Consequently, large amount of state funds were saved. As a result of these works, volume of the funds restored in the state budget was more than expenditures for Chamber of Accounting.
“If the budgetary and other organizations do not fulfill the statements of Chamber of Accounting, measures against them will be taken. At the same time, we’ll freeze their accounts”, said the Chairman of Chamber. He noted that 100 statements were sent the budgetary organizations last year and all these statements were reacted.
According to him, the conference is being held in the period, in which transparency and anti-corruption measures are being taken. Asadov said that the Chamber’s main goals are to increase the transparency and improve the closed activity by applying open government.
The conference, which is attended by more than 100 representatives from 44 SAIs including heads of the International Organization of Supreme Audit Institutions (INTOSAI) and its another working groups (AFROSAI, IDI (INTOSAI Development Initiative)), EUROSAI and ARABOSAI organizations and their member states, will last 2 days and be held in three sessions on “Responsibilities of Supreme Public Authorities arising from challenges of UN General Assembly Resolution A/66/209, 22 December 2011”, ““Role of SAIs in achieving national development goals” and “Importance of specifying the boundaries and targets of external and internal public financial control in improving public financial management”.
