To him, the demands on minimum capital are not main factors in increasing the quality in insurance market of the country: ‘At present, the program on recapitalization of operating insurance companies will be completed in the early 2013 and the companies are demanded some time for analysis of program’s fulfillment’.

According to Bayramov, recapitalization is not an impetus for increasing of services’ quality in insurance sector.
