Baku. Mubariz Aslanov - APA. New draft law has been developed in customs sphere in Azerbaijan, APA reports. The parliament has today started discussion of new draft law on Customs tariff, submitted on the initiative of the president.
ZIyad Samadzadeh, who submitted the draft, said that the law assumes great importance from viewpoint of country’s economy and national security. Informing about the draft, official of State Customs Committee Mirgasim Vahabov noted that new draft law would improve commodity method of import and would protect Azerbaijan’s economy from foreign rivalry and interference.
New draft law determines the rules of formation, application, as well as deduction of duties from the goods transported through customs border. The document comprises 5 chapters, 23 articles. The main objectives of adoption of the document – to adjust the structure of import, ensure efficient ratio of foreign currency revenues and expenses, protect the country's economy from the negative impact of foreign competition, enable integration into the world economy. In order to organize operative regulation of exports and imports, seasonal duties may be applied in certain circumstances. Application of seasonal fees can not last more than 6 months.
The document reflects declaration of customs value of goods, protection of confidentiality of information, the declaration of rights and responsibilities, rights and duties of the customs authority, methods of transaction of goods, exemption from customs duties and tariff concessions. Discussions are underway on the project.
