"We are in solidarity with France against terror and I offer condolences to the relatives of the victims and the French people," said Davutoglu on his official Twitter account.
The prime minister said the killings targeted the whole of humanity and added: "As Turkey, we vehemently condemn this attack."
In addition, the prime ministry also issued a statement and slamming the "inhuman and despicable terror attacks" in the French capital.
"These attacks are not only aimed at the French people, but also democracy, freedom and universal values; terror has no religion, nation nor any value it represents," said the statement.
"Terrorism is a crime against humanity," the prime ministry statement added.
