According to British police, the truck was pulled over on Tuesday at Ilminster in Somerset, after they received several phone calls concerning noises coming from a lorry.
The group of people, who were discovered in the back of the truck, is believed to be from Eritrea and Kashmir.
The suspected immigrants were treated by paramedics for dehydration from the long ride in the back of the German-registered truck, which was thought to have been transporting pharmaceutical goods to Devon.
A German national has been arrested in relation to the alleged facilitating of the unlawful entry of people into the UK.
The police say the driver was "shocked" to discover the migrants -- 11 men aged between 19 and their early 20s, three women, and a 15-year-old boy.
The alleged stowaways had brought clothes, blankets and bottles of water when they boarded the vehicle and their belongings could be seen in the empty container.
On Monday, the Police Service of Northern Ireland (PSNI) said it had rescued 20 potential victims of human trafficking.
All twenty of the victims were Romanian nationals, 14 men and six women, ranged in age from 20 to 48.
On Saturday, a group of 35 immigrants were found after Tilbury port authorities heard banging and screaming coming from a container while unloading a P&O commercial ferry called the Norstream from Zeebrugge in Belgium.
