Russia's night attack on Ukraine is a "very bad signal" for the negotiation process, said NATO Secretary General Mark Rutte at a joint press conference with Ukrainian President Volodymyr Zelensky in Kyiv, APA reports.

Rutte said that this attack was one of the three most powerful blows of the war: "Striking a hot water supply system at a temperature of -25°C is not for military purposes, but to create chaos among the civilian population. This is unthinkable. President Zelensky is ready for an acceptable agreement for Ukraine, but Russia's night attacks are an extremely "bad signal," he stressed.
