EBRD announces notice to engage a consultant for Shah Deniz Gas and Condensate PSA and South Caucasus Gas Pipeline
The EBRD Office in Baku said this will include providing an ongoing review and monitoring of Project development and compliance with commitments agreed in Loan Agreements for Lukoil Overseas Shah Deniz Ltd and Lukoil Overseas Shah Deniz Midstream Ltd.
The main objectives of the assignment shall be to provide the Bank with semi-annual updates of the models, receive, screen, review and summarise all the Project related documentation and in cases requested by EBRD and Participating Banks to provide an independent technical opinion, changes to development plans (including any cost overruns) and any other related technical matter.
Assignment Duration: September 2009-September 2016
Maximum Budget Available for the Assignment: USD 1,000,000; exclusive of VAT.
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank’s special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purhcased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source: EBRD’s own resources.
Eligibility: There are no eligibility restrictions.
Consultant Profile: The consultant will be a firm or consortium and shall have relevant experience in the following areas:
Minimum as 10 years experience in the oil and gas sector and specific experience as
- international petroleum engineering firm with expertise both in upstream and in midstream project analysis;
- extensive expertise working on major international oil and gas projects worldwide;
- extensive expertise in the Caspian region and in particular in Azerbaijan;
Submission Requirements: Interested consultants are hereby invited to submit expressions of interest.
In order to determine the qualifications and competence of consulting firms seeking to be shortlisted, the information submitted should include the following:
