Nagdaliyev said that the referendum will also be held at a high level: “No provisions of the Election Code must be violated. Interested sides may have sabotage, intentions and we must prevent them”.
The deputy head noted that if the parties and candidates advertise candidates, every voter must be informed about the essence of the amendment to the constitution: “There is stability in Azerbaijan and Ilham Aliyev has prestige. Basing on this atmosphere, it was offered to make amendment to the constitution. The president instructed that every provision of the law must be obeyed. One of the main issues is to improve the condition of election commissions. We must pay attention to create more comfortable condition for voters”.
Nagdaliyev noted that the process of specifying the voter lists will be ongoing till the last day: “One of the challenges is to organize open and closed places for the campaign that will start on September 3. 128 open and closed places have already been organized for the campaign. 1,000 web-cameras have been installed for the purpose of ensuring transparency. 20 percent of the polling stations are equipped with web cameras. 25 web-cameras were installed in Georgia, while we were blamed “lack” of webcameras despite we had installed 500 web-cameras. We were only to blame for our numerous web cameras creating pressure on voters. But we took this step for the sake of transparency,” Nagdaliyev said.
He added that the vote calculation process should be conducted in a short time: “Web cameras are essential for improving this process. The issues to be tabled at the referendum have to do with strengthening the rights and freedoms of Azerbaijani citizens. At the same time, some initiatives have been made for swift management. Voters are now able to see and compare what is happens. What’s important is that there has to be no problem for voters to use their rights. We are responsible for the organizing. I’m convinced that this referendum will be held in a higher level than previous ones.
