Draft resolution for the decision on Armenia’s steps raising tension in the South Caucasus prepared by Ganira Pashayeva sent to PACE Secretariat

She said that the draft resolution for the decision was considered one of the most serious documents of the Council of Europe.
“According to the procedural rules, the document is to be signed by 20 parliamentarians of at least five members of the Council of Europe. The document is being discussed in the Bureau of PACE and relevant decisions are being made. Parliamentarians from Italy, Moldova, Lithuania, Germany and Turkey have signed the document. The document has been published in order to bring it to the notice of PACE members and will soon be in the focus of attention of the Bureau and other structures of the Council of Europe”, she said.
Noting that the document covered Armenia’s steps raising tension in the South Caucasus, Ganira Pashayeva said several issues were underlined in the document.
“First of all, it is noted that the presidential elections held by the Armenian authorities contradicted norms and principles of the international law, commitments undertaken vis-à-vis the Council of Europe, resolution #1416 adopted by the PACE and UN resolutions, and exposing the process of negotiations carried out by mediation of OSCE Minsk Group to risk, Armenia also conducted elections in the occupied Azerbaijani territories.
The second issue is that Armenian authorities, facing with rough reaction of international organizations and community to the post-election state of emergency in the country and trying to distract attention, organize attacks against Azerbaijani Armed Forces and civilians from their posts in the occupied Azerbaijani territories. There are killed and wounded people as a result of these attacks. Despite prevention of these attempts, Armenian actions strained and aggravated the situation in the region. The document shows that Armenia continues to strain the situation and regularly violates ceasefire regime, which threatens peace talks”. To Ganira Pashayeva, the document reads that the announcements made during the election campaign and inauguration ceremony Armenian president Serj Sarkisyan threatened negotiation process and strained situation around the Nagorno Karabakh conflict. “Another issue is that Armenian parliament has recently discussed the documents threatening the peaceful settlement of the conflict. It was emphasized in those documents that Armenia should rapidly populate the occupied territories. It will put Azerbaijan in desperate position and before a fact. Members of the Parliament have signed a document demanding PACE to estimate these actions of Armenia and to use harder mechanisms to prevent Armenia from the steps, which create tensions.
