International conference on principal basis of conflict solutions in GUAM countries takes place in Baku

APA reports, Elmar Mammadyarov, Foreign Minister of Azerbaijan spoke about the GUAM history and said GUAM countries had undertaken the integration into the European and Euro-Atlantic institutions and Azerbaijan was chairing the organization then. He said GUAM countries preferred geopolitical and economic development, but the existing conflicts created obstacles to these countries on the way of economic development. “All conflicts in GUAM territory have been arisen from the aggressive separatism. Those territories are out of hands of the legitimate bodies. The conflicts have created basis for different crimes, risks and threats in the region. We believe that there is no alternative for the peaceful solution of the conflicts, but international community should concern about the stagnant situation around the solution of the conflicts. International principles should be implemented in the solution processes. Double standards in these processes create mistrust”. Stepan Volkovetsky, Ukrainian Ambassador to Azerbaijan said his country attached great attention to the solution of frozen conflicts. He said Ukraine supported the solutions within the framework of sovereignty and territorial integrity of those countries. Reminding about the forum on frozen conflicts organized last year in Kiev, the ambassador said it was planned to hold such meeting this year as well. He said unilateral declaration of Kosovo independence created a new problem. “Separatists started to use this process. Ukraine does not consider Kosovo as a precedent. It is necessary to search individual solution of every conflict”. Dimitri Manjavidze, Deputy State Minister for Reintegration Issues of Georgia spoke about the current situation in his country. He said that GUAM member states should have priorities in the settlement of conflicts.
“The present situation is unbearable and should be changed. The conflicts in Georgia will be solved in line with Georgia’s territorial integrity and interests of all ethnic groups. There is Russia factor in the settlement of these conflicts, any foreign factor is inadmissible. No negotiations are being carried out on the conflicts in Georgia, we should start the process from point zero. Euro-Atlantic society does not pay enough attention to the settlement of the conflicts”, he said.
Ion Ptevila, Moldova’s Deputy State Minister for Reintegration Issues said the international community did not pay enough attention to the settlement of the conflicts. The Deputy Minister said there was serious threat and risk and noted that there were similarities in the conflicts and their solutions. According to him, compared with the others, the solution of Transdnestria is easier.
GUAM Secretary General Valeri Chechelashvili spoke about the organization’s activity. He said regional initiative had become an international organization.
“GUAM with its potential may achieve the solution of the conflicts. This solution should be within the framework of the international legal principles. Separatist regimes in the organization member states have no future”, he said.
