program, which reflects the Azerbaijani governments’ plans not only for reformation
and modernization of its security sector, but also strengthening of

We evaluate the progress in IPAP implementation every year and
in the context of these assessments, we hold in-depth discussions with
our Azerbaijani counterparts. We will have such discussions again this
spring. “On the whole, we can say that many parts of the IPAP have been
implemented successfully. However, one should seriously work on other remaining objectives as well. The IPAP is an ambitious
program and Azerbaijani authorities will have to commit to a long-term sustained effort to implement these reforms” he said.
