She said that according to the international and domestic law, committing violent actions deliberately during Khojaly massacre and killing people because of their national affiliation on purpose is genocide. Elmira Suleymanova said the ombudsman’s office always presented the international community the reports and facts about Khojaly genocide and other savageries committed by Armenians against Azerbaijanis and added that the statement had been sent to the UN Secretary General, UN High Commissioner for Refugees (UNHCR), OSCE, Council of Europe, international and European ombudsman institutes, Asian Ombudsman Association, Azerbaijani embassies in foreign countries, foreign embassies in Azerbaijan and Azerbaijani Diaspora organizations. The statement says that the massacre committed by Armenian armed forces and 366th Motorized Rifle Regiment of the Soviet army in Khojaly on the night of February 25-26 is one of the crimes having no analogue in the history of wars.
“The next genocide committed by Armenian aggressors against Azerbaijani people killed 613 people, including 106 women, 63 children and 70 old men. 487 people became handicapped, 1275 civilians were captured and 150 were missing. There are grounded reports that 783 Azerbaijanis out of 4354 missing since the war broke out are held captive in Armenia and the occupied territories,” the statement says.
The statement also notes that Armenia and the separatist Nagorno Karabakh regime violate norms of the international law and still hide these persons from the international organizations.
“Unfortunately, the international community has not yet given legal assessment to Khojaly genocide that resulted in mass violation of human rights, and no decisive measures have been taken against terrorist acts,” the statement says.
