Rasul Guliyev: The decisions of Organizing Committee for Congress have no legal basis
The party leader also commented on the establishment of Organizing Committee for Congress.
“The composition of the committee has not been coordinated with me. That is why the committee and its decisions have no legal basis,� he underlined.
The chief of Organizing Committee Sardar Jalaloglu told the APA that due to Party regulations neither Assembly chief, nor party leader has right to annul the decision of Supreme Assembly.
“This is tyranny. Rasul Guliyev may have no information about the Regulation. He has not said anything against the decision; on the contrary he gave instructions to me and Hasrat Rustemov. According to the regulation the party leader can send the decision to Supreme Assembly for reconsideration. If the Assembly adopts the decision for the second time, it will come into force by agreement of Inspection Commission. The chairman must execute this decision. Such an attitude is disrespect towards the decision of Supreme Assembly,� he said.
As to Rasul Guliyev’s statement about Organizing Committee’s preparation for the congress Sardar Jalaloglu said that the composition has not been defined in the Supreme Assembly yet
Sardar Jalaloglu said that the reports against him spread after his statement on nominating his candidacy to party leadership in the congress.
“Rasul Guliyev says that there will be democratic congress in ADP and there should be alternative candidates in the congress. But after the reports on the first alternative, they said there is no quorum in the Assembly, Rasul Guliyev was unaware of it, and now they say the composition of the Party has not been coordinated. The composition is formed of Managing Staff, executive Board and Presidium. After the Assembly Rasul Guliyev contacted with Hesret Rustemov and got interested in the preparations for the congress. My statement on candidacy caused anxiety. They try to make me withdraw my candidacy. If my candidacy worries them they should speak frankly. It is a pity that Rasul Guliyev speaks to us through the press,� he said.
Serdar Jalaloglu said Rasul Guliyev does not contact even with his assistants after the problem of candidacy.
“We learn his concerns through the press. I do not reproach him. There are people who give him false information. Some prepare statements on behalf of region organizations and make statements on supporting someone in the congress,� he said. /APA/
