President Boris Tadic said he will never accept Kosovo’s independence.
The move came immediately after a U.N. envoy, Martti Ahtisaari, submitted the complex plan to Belgrade.
Ahtisaari said Belgrade and Pristina had one more chance to agree but that he was "not terribly optimistic" that would happen in his lifetime.
The proposal is intended to fix finally the province’s future, closing the last chapter of the 1990s Balkan wars. While the plan does not mention independence, its provisions describe de facto statehood for Kosovo — providing for an army, constitution and flag — although it would still be protected by NATO and overseen by the international community for the indefinite future. The plan would allow Kosovo to declare independence if the package is approved by the Security Council. /APA/
