Azerbaijani Parliament approves annexes and amendments to law on freedom of assembly – <font color=red>UPDATED </font>

She said that annexes and amendments to the law were the indicator of the liberalization. Rabiyyat Aslanova said that the work on the bill continued for a few years and added that Venice Commission approved the document. Rabiyyat Aslanova said the notion of the form of assemblies had been excluded from the document and noted that the bill contained an item restricting freedom of assembly in weddings and funerals. The Chair of the Commission said the relevant executive body should be informed 5 days before the assembly and added that giving the right of freedom of assembly to foreigners and the persons having no citizenship was a progressive case. The notions of ban in the law have been substituted by the notion “can be banned”.
Parliamentarians Fazil Gazanfaroghlu, Gudrat Hasanguliyev and Nasib Nasibli commented on the law. Gudrat Hasanguliyev said that Baku Mayor’s Office restricts free assembly.
“There is an item in the law, which bans war propaganda in the sites of free assembly. Why has this ban been imposed when 20 percent of our lands are under occupation?” he said.
MP Mubariz Gurbanli said free assembly had never been restricted in Azerbaijan.
Parliamentarians Ali Huseynov, Baba Tagiyev, Seyavush Novruzov highly appreciated the document. The bill was approved after the discussions.
