Azerbaijan’s new bill on freedom of assembly allows foreigners organizing and holding action

She said that this right is given to foreign citizens in democratic countries to completely ensure human rights and freedoms. MP noted that such rights are given to foreigners in a number of European countries, while some others do not give this right.
“This is the issue serving liberalization of this law. The rights of foreigners and persons without citizenship to organize such actions should not be restricted. Azerbaijan observes international documents, and leaves behind some European countries in this respect,” she said.
Rabiyyat Aslanova said if foreigners violate these laws, such cases will be prevented.
The parliamentarian said that there are some restrictions in the bill. The 7th item of the law covers legal restrictions to the freedom of assembly. Freedom of assembly can be restricted only for national and public safety, for prevention of unrests and crimes, protection of health and other people’s rights and freedoms.
Rabiyyat Aslanova said all items of the law were amended and the recommendations of the Venice Commission were taken into consideration. She said Venice Commission and OSCE approved the bill and noted that it was in accordance with European standards.
