Azerbaijan aims to introduce visa-free regime for citizens of 34 countries

It is planned to increase the number of target countries with which a visa-free travel regime is applied in order to promote inbound tourism in Azerbaijan, APA-Economics reports.

This is reflected in the Action Plan of the “State Program on the Development of Tourism in the Republic of Azerbaijan for 2026–2030,” approved by the Presidential Order dated August 20, 2026.

According to the Action Plan, the necessary domestic procedures will be carried out for the unilateral or reciprocal application of a visa-free travel regime for citizens of target tourism countries on the basis of ordinary passports.

As an interim result of the Program, it is planned to ensure the application of a visa-free travel regime for citizens of 28 target tourism countries. The final target is to increase this figure to 34 countries.

The implementation period of the measure covers 2026–2030.

The Cabinet of Ministers is the main implementing body of the measure. The Ministry of Foreign Affairs, State Tourism Agency, State Migration Service, State Security Service, State Border Service, Ministry of Internal Affairs, Ministry of Economy and other relevant bodies will be involved in the process.

Along with easing the visa policy, the State Program also provides for improving procedures for issuing multiple-entry electronic visas for tourism purposes and increasing the number of countries subject to the electronic visa regime, including the visa-on-arrival regime. It is planned to update the procedures and technical capabilities of the “ASAN Visa” system for the issuance of multiple-entry electronic visas.

In addition, it is planned to determine a list of new countries to which the electronic visa regime will apply, consider the application of the visa-on-arrival regime on an indefinite basis, and provide citizens of newly designated countries with the opportunity to obtain electronic visas. These measures are planned to be implemented in 2026–2027.
