Rules of transplantation of human organs and names of medical establishments which have right to conduct these operations made public in Azerbaijan â€“ LIST

The Cabinet of Ministers told APA that according to â€œRules and Conditions of Transplantation of human organs and tissuesâ€ signed by Prime Minister Artur Rasizadeh, the transplantation is allowed if it is impossible to use the other medical methods for human life saving and health resumption, conducting an operation for replacement of absent or damaged organ, tissues by organs and tissues of donor or human copse. The transplantation of organs and tissues are realized on the basis of donor and recipientâ€™s written consent. If a recipient doesnâ€™t reach 18, his parents or legal representative should give a written consent to the transplantation.

The transplantation can be realized only in the specialized medical establishments by observing the requirements of the surgery.

The involvement of people who didnâ€™t reach 18 to the transplantation (except transplantation of bone marrow), the removal of organs and tissues of ill patients that are hazardous to the health of the recipient, removal of organs and tissues of persons who are subordinated to recipient and physically, morally and materially depend on him, as well as from military captives and mentally disabled, concussion to removal of human organs for purpose of their purchase and sale and transplantation, dissemination of information on transplantation by medical workers without consent of donor and recipient.

According to the â€œList of specialized medical establishments where the transplantation of human organs and tissues are realizedâ€ approved by the Cabinet of Ministers, the following medical establishments can realize the transplantation:

- Republic Clinical Urological Hospital named after M.M. Javadzadeh â€“ kidneys
- Central Customs Hospital â€“ liver, pancreas and its segments, kidneys, eye corneas
- Scientific Research Ophthalmologic Center named after Academician Zarifa Aliyeva â€“ eye cornea.
- Central Oilmen Hospital â€“ liver, kidney, pancreas and its segments, pancreas together with 12 duodenal ulcer, eye cornea.

According to â€œRules of removal, preparation (conservation) and keeping of human organs and tissues for transplantationâ€, if the person does not express position on donation, it is allowed to remove his organs and tissues by the permission of his relatives or legal representative after his death. If a person refuses the donation by written form while alive, it is not allowed to remove his organ for transplantation.

The removal of one of the double organs, one organ or tissues for transplantation is allowed in the amount and number, which are not dangerous to the life of donor or is not able to cause the irretrievable damages on his health.

An availability of necessary documents for a medical examination of the recipient, the procedure for their registration is reflected in the â€œRules for making medical decisions on the need of transplantation of human organs or tissuesâ€.
