Surrogate mother and other controversial issues dropped from draft law on family planning and reproductive health

A draft law on family planning and reproductive health will be discussed at the Azerbaijani parliament’s autumn session, member of the social policy committee of the parliament, head of the working group on elaboration of the draft law on family planning and reproductive health Malahat Ibrahimqizi told APA. The draft law was elaborated again and some changes were made. Two issues opposed by the parliamentarians – surrogate mother and sperm bank – were dropped from the draft law.

The two issues were dropped because it is in contrary to the national mentality of Azerbaijan. The issues faced strong protest by all parliamentarians, including the head of the working group. “This drat law is one of the main directions of healthcare reforms in Azerbaijan and it is sign of the government’s care about the family and mother health. The draft law was elaborated and will be submitted to the autumn session of the parliament. We learned the experience of other countries, including Turkey while elaborating this document”.

The draft law will be submitted to the public discussions attended by the members of the parliament, NGO’s and representatives of the government agencies before the discussions at the parliament.
