Chief of Registry of Justice Ministry’s Main Department for Registration and Notary: 2503 people changed –ov, -yev surname endings in Azerbaijan last year
Chief of registry said the rules contain some restrictions concerning names.
“It is not permitted to give a name, which may damage the interests of the child, does not correspond to the person’s sex or sounds ridiculous. Due to the illiteracy of some citizens and lack of the restrictions in the legislation, ridiculous names were given to children. The children with these names face ridicule. The application of the new rules gives opportunity to put an end to this negative practice. Each parent should choose such a name for the child so that it does not impede the child’s formation in the society in future. We have published an “Explanatory onomastic dictionary of the Azerbaijani language†prepared by the specialists of the National Academy of Sciences. Everyone can use this book to choose a name for himself/herself and his/her child.
Karimova said that basing on more than 10 mln registries covering 1955-2000 years, kept in the archive of the registry, modern and historical names were included into the virtual database: “It contains information about 150 000 names. The most preferable man names in Azerbaijan are Vagif, Ali, Arif, Elchin, Ramiz, the woman names – Sevda, Elmira, Sevinj, Leyla, Tarana and etc.â€
She noted that the various rules which were not reflected in the legislation in the giving the name and surname, as well as the reports on usage of traffic light principle do not quadrate to facts. The service chief underlined the tasks given on usage of necessary educational measures for the purpose of deep learning of new rules by the employees of region (city) register departments and ensure of its right usage the explanation to the citizens the right of voluntarily changing of names, surnames, patronymic, the usage of this procedure’s simplicity, the ensure of organization of educational work.
Karimova said that –ov, - yev, surname endings of 2503 persons changed to the national surname endings in 2010: “The special commission on names and surnames of the Azerbaijani National Academy of Science carried out researches on formation of our surnames and according to the decision passed by its Presidium, it was proposed to add the –li, -lı, -lu, lü, -zade, -gil, -soy, -oglu to men, -oglu or –gizi to woman or to write surname without adding any ending. Changing of name, surname or surname ending is voluntary and there is no limit. Every citizen has a right to make relevant changes within necessary procedures. The parents usually prefer to give the nationalized surname endings to the newly-born children. The row of wide spread surname endings from popularity standpoint is as follows – lı, -li, -lu, lü, -gizi, -zade and etc.â€
