Drivers paying fine within three days to enjoy 10% concession in Azerbaijan

Baku. Rashad Suleymanov â€“ APA. The amendments and annexes to the law on â€œRoad trafficâ€ have been discussed in Parliamentâ€™s meeting held today, APA reports. Chairman of committee of legal policy and statehood Ali Huseynov said that 85-1 annex was made to the lawâ€™s 85th article. The amendment proposed to the law gives opportunity to a person who committed the administrative offense to pay a fine using the certain executive power bodyâ€™s employeeâ€™s special technical means via plastic card. The adopted law and the amount of appointed fine are shown in the protocol.

According to another annex, within 30 days after the decision on application of the administrative punishment comes into force, the person, who commits administrative offence, must pay the fine basing on notification. If the person, on whom administrative punishment is imposed, executes the decision immediately or within three days after the decision comes into force, he/she is freed from 10% of the fine. Default interest of 2% of the amount of the fine, will be imposed on the person, who does not pay the fine within this period (30 working days) without good reason. In case the fine is not paid within two months, the court or relevant executive authority, which made the decision, passes judgment to detain the vehicle that the person was driving when committed the administrative offence. The detained vehicle is returned after the fine, default interest, fee for towing of the vehicle to the car pound are paid.

If the fine is not paid during 3 months, the law on delimitation of personâ€™s right to use transport will be adopted and will be directed to the obligatory execution for the ensure of fine payment.

The MPs made clarified their thoughts on the amendments to the draft law. Then the draft law was put to vote and adopted.

According to the amendments to the law, the relevant amendments were made to the Administrative Code. According to the amendment, the driving permit of the persons, who fail to pay the fine for administrative offence within three months, will be restricted to six months.
