Azerbaijani parliament sets upper age limit at 65 at the institutions financed from state budget

Baku. Rashad Suleymanov – APA. Amendments and annexes to the law on “Civil service” were discussed at the meeting of the Azerbaijani parliament, APA reports.

Giving information about the draft law deputy chairman of the parliament’s committee for statehood and legal policy Rovshan Rzayev said amendments are connected with the age limit at the civil service.

According to him, the age limit at the civil service is set at 65.
“The term of service of the civil servant, who has reached 65, can be extended by the head of the relevant executive body for not more than a year every time. The term of the service of the civil servant can not be extended for more than five years. The number of the civil servants, whose term of service is extended, can not exceed 1% of the employees of that government agency,” he said.

In connection with the amendments to the law on “Civil service”, the draft law envisaging amendments to the Labor Code was also discussed. Giving information about the draft law, chairman of the parliament’s committee for social policy Hadi Rajabli said the draft signed by President Ilham Aliyev envisage upper age limit of 65 years for the employees of institutions financed from the state budget. The term of service of the civil servant, who has reached 65, can be extended by the head of the relevant executive body for not more than a year every time. This term can not exceed five years. In other words, the upper age limit for civil servant can not be over 70.

Rectors having seats in the parliament – Gulchohra Mammadova, Shamsaddin Hajiyev and Abel Maharramov expressed their concern over the amendments to the law. Rector of Baku State University Abel Maharramov criticized the age limit of 65 years and said there are more than 1800 professors in Azerbaijan. After the amendments are adopted, all of them must be dismissed.
“My colleague Ahmad Valiyev is keeping silence. Those whom we will dismiss will go the private university, private universities will flourish. The old persons can not be dismissed all of a sudden. I offer to replace 65 with 70,” he said.

Both draft laws were put to the vote and adopted.
