Rasim Aliguliyev: “An international legal basis should be formed for cyber security”

This issue should be considered not only by separate countries, but in the context of global information security”, director of the Institute of Information Technologies of the National Academy of Sciences of Azerbaijan Rasim Aliguliyev told journalists, APA reports. He said information technologies are developed in Azerbaijan and one of the largest platforms is Internet. “The computerization process entered the phase that makes us to face with different threats – virus, spam and others. Therefore Azerbaijan needs to create security system in this field. We have to take comprehensive measures, first of all to form international legal basis, because the people have a freedom of information, but security of information is not enhanced. It needs to create legal basis of Internet too. Internet should have mechanisms of self-regulation and it should be regulated not within the legislation of any country, but on the basis of international law”.
Speaking about the concrete proposals prepared by his institute, Aliguliyev said the National Information Security System is informed in Azerbaijan. “Our institute has been researching this problem since 1995 and we have already achieved some results”.
Answering the question about the regulation of Internet, Aliguliyev said UN agencies are working on that and international programs are being elaborated now. “The question is not about the regulation of Internet in one country. This problem should be addressed by the international institutions”.
