Human rights defenders discuss the state of penitentiaries

Baku. Elnur Mammadli – APA. Public Union for Penitentiary Monitoring held an event dedicated to the state of places of detentions in Azerbaijan, APA reports. Human rights defender Kamil Salimov said according to the article 8 of Penal Code, one of the correctional methods for the prisoners is the public labor, but the prisoners are not involved in labor activity in jails present time. “Despite the efforts of the Ministry of Justice, this problem remains unresolved”. Salimov said solution of the problem depended on other government organizations as well. Public unions for Penitentiary Monitoring and for Socio-Economic Development of Azerbaijan in 21st century are working within the project on the re-establishing of production activities in the penitentiaries. Salimov said they elaborated strategic ways of solution of the problem and the Ministry of Justice welcomed their proposals.
Professor of Baku State University, Doctor of Economics Namig Taghiyev said it needed to modernize the production enterprises in the penitentiaries using the experiences of the European countries and former USSR as well. He said normative-legal basis of the prisoners’ labor was also included in the package of final proposals within the project. He said they published a book “Production Activities in the Penitentiaries”.
