Reconstruction works carried out in Karabakh and East Zangazur are based on a sustainable urban planning model, said Anar Guliyev, Chairman of the State Committee on Urban Planning and Architecture of the Republic of Azerbaijan, at the opening of the 3rd Azerbaijan National Urban Forum held in Khankendi, APA-Economics reports.
According to the Committee Chairman, Azerbaijan implements its own urban planning model in post-conflict restoration and reintegration: “Large-scale reconstruction works are being carried out in Karabakh and East Zangazur based on master plans prepared for both urban and rural settlements. These plans are not just technical documents but development maps that restore people's lives and livelihoods.”
Anar Guliyev noted that former internally displaced persons are already returning to the restored cities and villages, living, working, and studying there: “This process reflects not only the physical restoration of the region but also the resilience of communities and the country's inclusive development policy.”
He emphasized that the work carried out in Karabakh is based on the “Build Back Better” principle, aiming to create vibrant, sustainable, and modern urban spaces: “We see this restoration not only as the rebuilding of communities but also as an opportunity to form new, sustainable urban models for the region’s future development.”
Anar Guliyev added that the management model through the President’s special representative offices in the liberated territories ensures coordinated and inclusive planning at all levels.
