Ramiz Rzayev: Annoying facts have been revealed in connection with the decisions on arrest in Azerbaijan

The main aim was to protect human rights better. But unfortunately, it was not so,â€ chairman of the Supreme Court Ramiz Rzayev said at the press conference, APA reports. He said that the situation in Baku and Sumgayit had been studied and annoying facts revealed.
â€œWe discussed this issue at the plenum of the Supreme Court in November, 2009. Unfortunately, judges prefer arrest. Bail, home arrest are not applied in Azerbaijan,â€ he said.
Ramiz Rzayev said arrest must be chosen in exceptional cases.
â€œThe decision on arrest must be chosen if there are grounds that a person escapes investigation. The court must be based on these cases while making decision on arrest,â€ he said.

Chairman of the Supreme Court underlined that it was impossible to make decision on arrest basing on views. Ramiz Rzayev expressed his hope that there would be serious change in this issue. He said the Supreme Court had prepared special visual aids and presented to judges. Rzayev said the judges, who violated the law, were punished, 3 judgeship term of there was terminated, several judges were reprimanded, some were demoted.
