Azerbaijani Deputy Defense Minister Rail Rzayev ordered great deal of jewelry a day before his assassination – EXCLUSIVE
Baku. Hafiz Heydarov – APA. The charges brought against Anar Hashimov, aide to the assassinated Azerbaijani former Deputy Defense Minister, former Air Force and Air Defense Commander Rail Rzayev, his assistant Aydin Rafiyev and his son Anar Rafiyev are known, APA reports.
Aydin Rafiyev faced charges under articles 177.3.2 (theft with causing damage in large size), 179.2.1 (embezzlement by a group of persons), 179.2.2 (repeated embezzlement), 179.2.3 (embezzlement by the person abusing his power), 299.3 (payoff money or compulsion to evasion from testifying, obviously false testimonies or conclusions or wrong translation committed with application of violence not dangerous to life or health of specified persons), 311.3.1 (bribery by a group of persons), 341.2.1 (abusing authority, excess or inactivity of authority by a group of persons), 341.2.3 (abusing authority, excess or inactivity of authority entailed to heavy consequences), Anar Hashimov faced charges under articles 177.3.2, 341.2.1, 341.2.3, Anar Rafiyev faced charges under articles 179.2.1, 179.2.2, 179.3.2 and 299.2 (compulsion of witness who has suffered from giving false testimonies, expert from giving false conclusion or translator to wrong translation, as well as compulsion of specified persons to evasion from evidence, connected with blackmail, threat murder, causing of harm to health, destruction or damage of property of these persons or their close relatives).
According to the indictment, soon after Rail Rzayev was assassinated on February 11, general’s assistant Aydin Rafiyev and aide Anar Hashimov illegally entered his office, stole great deal of jewelry, medications, DVDs and €200,000 from general’s safe.
Moreover, Aydin Rafiyev and his son Anar Rafiyev did not return to the ministry Rzayev’s winter jacket and the registration number 10 00 HM owned by Defense Ministry given by Bakhtiyar Alasgarov, personal driver of Rail Rzayev, for delivery in March, 2009. They kept them in the Mitsubishi-Pajero owned by Anar Rafiyev by April 26, 2009.
It was also determined that while working as sales manager of Azrol Telekom LLC Anar Rafiyev misappropriated 18 mobile phones worth AZN 11,710.
Basing on the witnesses testimonies’ it was found out that Aydin Rafiyev hid €200,000 stolen from general’s office after his assassination in the house of his acquaintance Jeyran Babayeva. On February 12, 2009, during the initial investigation of Rail Rzayev’s assassination Aydin Rafiyev took Anar Hashimov to the Central Army Sport Club, beat him and made him hide the fact of robbery from Rail Rzayev’s safe and give false testimony about it. As a result of it Anar Hashimov gave false testimony.
Aydin Rafiyev’s other crimes were also revealed. It was found out that Aydin Rafiyev abused his close contacts with Rail Rzayev and was the member of the organized group that took bribes to ensure the service of draftees in the military units subordinated to the Air Forces Command.
In his initial testimonies Aydin Rafiyev did not admit his crimes and expressed contradictious views. Later, Aydin Rafiyev confessed that he had stolen great deal of money from general’s safe, and revealed some interesting facts about Rail Rzayev. He said Rail Rzayev used to buy a great deal of jewelry. A day before his assassination Rzayev told Aydin Rafiyev to give his golden necklace to jeweler Zeynal for repairing. Rail Rzayev also asked to bring all the jewelry from Zeynal so that he could choose.
According to General’s order, Rafiyev received one-stone earrings (16 500 $), golden set (3 800 $), gold ring (1 200 $), tack earrings (4 000$), other gold earrings (1 600$), gold pendant (700$), bracelet (3 000 $) and one-stone bracelet (1 800$) from the jeweler and handed over to the General.
On February 11, the General’s driver Shovgi Seyfullayev called to Aydin Rafiyev at bout 07.30 in the morning and informed that “the commander fainted and where he could take himâ€. Rafiyev ordered the driver immediately to take the General to hospital, but at first take him because the driver didn’t know where the hospital located. Doctors informed them in the hospital that the General died. Rafiyev informed his relatives about his death. Rzayev’s son-in-law Ilgar Huseynov asked Rafiyev to collect his private things in his office. Rafiyev called to the General’s aide Anar Hashimov and ordered him to take all things and money in safe, but Hashimov couldn’t open the safe. Rafiyev became angry and came to the office and took jewelries, drugs, video discs and money from the safe. He also took the General’s new shoes. Rafiyev returned to hospital and deceived the General’s relatives informing them that there were no money and jewelries at the General’s office.
The General’s son Gurban Rzayev gave testimony as an aggrieved person and said two days later after his father’s death, Rafiyev gave him two packages with orders and medals of the General. Rafiyev told him that there were no any other thing, money and jewelries in the Rzayev’s office.
Air Force officer Ramil Taghiyev said they together with Rafiyev entered the General’s office after his death to take his medals and pictures for organizing funeral. On February 11 at about 10.00, Taghiyev opened the General’s safe in hearings of officer on duty Izzat Maharramov and chief of the administrative unit Naila Ibrahimova and found a pistol there. They informed chief of Air Forces staff Colonel Yagubali Gulamov about that.
Many officers of the Air Forces gave testimony during the preliminary investigation and defendants’ guilt was proved on the basis of evidences given by the witnesses and aggrieved persons.
