New facts revealed concerning corruption of officials of Goranboy region education department and secondary schools
There is enough evidence that the officials of the region’s education department and secondary schools took bribe from citizens. On June 13 criminal case was launched on the fact on article 308.1 (abuse of power) and 311.1 (taking bribes) of the Criminal Code.
The investigation found out that chief of Goranboy region Education Department Elmar Aliyev set a corruption network together with methodologist of the department Faig Dosiyev and directors of 52 secondary schools of Goranboy and 11 secondary schools of Kalbajar region that temporarily settled in the region and took a great amount of bribes for giving high points in the centralized examination of the 11th form pupils and certificates of secondary education.
Before the final examinations Elmar Aliyev held a meeting with participation of directors of the secondary schools, he said the exams will be held by the ministry “very seriously†and that no one will be able to get certificate of secondary education without the consent of the education department. When directors of secondary schools expressed their concern about the exams, Elmar Aliyev said they should collect AZN 100 from each of the pupils of the 11th form and deliver to him through Dosiyev. Under the instructions of Elmar Aliyev, Faig Dosiyev collected AZN 50-100 and delivered to Elmar Aliyev.
The crime of the abovementioned persons was proved by testimonies of over 600 pupils and parents, about 100 directors of secondary schools, responsible officers of the education department, search in the office and house of Elmar Aliyev and offices of other officials, lists of the pupils who gave bribes.
The lists prepared by directors of 52 schools of Goranboy and 11 schools of Kalbajar included the names and surnames of the pupils, who gave bribes, the amount of the bribe, the final list prepared by Faig Dosiyev included the total number of pupils and the total amount of the bribe.
44 filled and 27 empty school-leaving certificates for 1996-2002 and secondary-level education diplomas were found during the search in Elmar Aliyev’s house and office.
Elmar Aliyev and Faig Dosiyev faced charges under article 311.3.1, 311.3.2 and 311.3.3 (taking a great amount of bribes), director of Goranboy secondary school #1 Khasay Gasimov, director of Sefikurd secondary school Jamaladdin Nasibov, director of Dalimammadli secondary school Rovshan Abbasov, director of Agamalioglu village secondary school Ilgar Aliyev faced charges under article 311.3.1 and 311.3.2.
Elmar Aliyev, Jamaladdin Nasibov, Ilgar Aliyev were arrested. Faig Dosiyev, Rovshan Abbasov and Khasay Gasimov were banned from leaving the country. AZN 39,420 collected from the pupils of 52 secondary schools of Goranboy and AZN 4,340 collected from 11 schools of Kalbajar was given back to the citizens.
The investigation also found out that Elmar Aliyev bought two houses in Nadirkend and Agjakend villages and flats in Gandja and Baku with the bribes that he had taken while holding the post. As doubts arose whether Elmar Aliyev spent the funds allocated from the state budget effectively, court passed a decision to audit the financial activity of the education department within the past three years.
Finance Ministry finished audit and submitted necessary acts to the investigation. The audit found out that the cash of the education department lacked AZN 31, 486, AZN 142,600 of the money allocated for the reconstruction of the administrative building of the education department and schools was misappropriated, AZN 48,862 counted for the teachers, who are abroad, was spent, AZN 1,241,953 was paid for extra 539 classes, monthly salary grids were changed and AZN 169,257 was embezzled.
Investigation is underway. Other embers of the criminal group will be revealed, objective decision will be passed.
