Medet Guliyev: â€œInterior Minister Ramil Usubov gave special instructions concerning the security of the educational institutions in Azerbaijanâ€ â€“ INTERVIEW

-The academic year has already begun. What measures are being taken for the security of educational institutions? Has the Main Security Department received applications for the security of schools?

-We have received applications for securing educational institutions in Baku and other regions and towns of the republic and this process will continue. Interior Ministryâ€™s Main Security Department is securing the schools that applied. I should note that Interior Minister, Colonel-General Ramil Usubov gave special instructions to secure all educational institutions in the country and we are fulfilling these instructions.

-According to some reports, there is some misunderstanding concerning the financial issuesâ€¦ How is the process regulated?

-Main Security Department is the only department in the Interior Ministry that works based on the principle of self-financing. Each of the educational institutions that apply to us should have its funds. They solve the issue of security basing on the contract with the Main Security Department. These issues are solved on mutual consent in the educational institutions in the regions and especially in Baku.

-Has the Education Ministry applied to Interior Ministry for the security of educational institutions?

-This is not realized basing on the official appeal of Education Ministry to the Interior Ministry. There is no need for it. We begin to secure the educational institutions after receiving the application.

-How many educational institutions are being secured in Azerbaijan?

-I do not want to publicize this figure because of security. But I should say that cameras have been installed in a number of schools. The educational institutions with good financial position are secured by armed officers of the security service.

- How much money is demanded for security of one school?

- Our office is a taxpayer and it is regulated by the Cabinet of Ministers. The price of security services is determined according to the working hours. About 1500-1800 AZN is spent to monthly security service of one school from 8.00 until 18.00. 24-hour security costs nearly 3000 AZN. We understand that it is a high price for the school and therefore we try to involve one police officer in the security of the school requested us for the security. Such security service costs nearly 1000-1200 AZN. Interior Minister Ramil Usubov issued a special order for security of the schools. I am sure that the security of the schools will be organized in a high level.

- Does the Main Security Department have enough staff members to organize security of the education centers?

- The Main Security Department has self-sustained budget and it extends its staff depending on the number of security contracts. The security service has 8000 staff members now, but there are more than 10000 facilities needed in security service. Azerbaijan is one of the developing countries and we try to organize security services according to the international standards.
