National Security Ministry arrests department chief of Aghjabadi region Police Office and department chief of region Executive Power planning to kill businessman
It was determined that chief of investigation department of Aghjabadi region police office, Major Ibrahim Agamirov, in order to take revenge, decided to burn and explode Yahya-Petrol filling station owned by Fizuli Rustamov and then to kill him. Agamirov met with his acquaintance, chief of legal department of Aghjabadi region executive power Bulud Guliyev and ordered to burn and explode Yahya-Petrol filling station and then to kill Rustamov.
To realize the plan, Guliyev met with his acquaintance Shahbaz Jalilov, who had been imprisoned for premeditated murder, said he had conflict with a man living in Aghjabadi and ordered him to burn and explode the filling station. He promised $3000 for this and $10,000 for killing him.
Jalilov agreed to Guliyev’s proposal and told ex-prisoner Alakbar Alakbarov about it. He said he would take $1000 for himself and promised to give Alakbarov $2000. Moreover, Jalilov said they would be given extra $10,000 for killing the owner of the filling station. Alakbarov agreed to the proposal.
On May 2, Jalilov told Guliyev that he had found a man, who would realize the order, sent that person to Aghjabadi and gave him Alakbarov’s mobile phone number. Guliyev and Alakbarov agreed to meet near Gorush-Petrol filling station on Beylegan-Agjabadi highway.
Guliyev met Alekperov and took him away in his KIA-Sorento to show the Yahya-Petrol fuel station. Guliyev and Alekperov agreed to set fire and to explode the station at about 01.00-03.00 in that night.
Guliyev told Alekperov that they planned to kill the fuel station’s owner and promised to Jalilov $10000 for that, but said he had $8000. Alekperov agreed to commit contract murder for this money. Guliyev gave Alekperov $500 in advance for the burning and exploding of the fuel station.
The dangerous crime was prevented by the Ministry of National Security and the persons planned to commit it were detained. Jalilov’s brother Elshan voluntarily handed over the Makarov pistol, its feed hopper and 20 patrons, which were hided at his house in Baku. 14 patrons of 5.45-mm caliber automatic gun were found in S. Jalilov’s house in Baku, RGD-5 hand grenade, UZRGM grenade igniter and $500 received in advance from Guliyev were found near Alekperov.
The Investigative Office of the Ministry of National Security launched a criminal case under articles 28, 120.2.1 (preparation to a crime, deliberate murder committed by group of persons, on preliminary arrangement by group of persons, by organized group or criminal community (organization), 28, 120.2.5. deliberate murder committed on mercenary prompting or by order, as well as with a view of use a body of a victim), article 29, 186.2.1 (attempt to a crime, deliberate destruction or damage of property with causing damage to a victim in the large size), 29, 186.2.2 (deliberate destruction or damage of property by an arson, explosion or other publicly dangers way or entailed heavy consequences). Ibrahim Aghamirov, Bulud Guliyev, Shahbaz Jalilov and Alekper Alekperov were arrested for pre-trial restrictions by the court decision.
The investigative operational measures are continued.
