Document on protection of cultural property adopted at UNESCO Committee session

The discussion by the Committee of the issue on the protection of cultural property in the occupied territories was initiated by Azerbaijan in 2012 and according to the decision passed in 2012, the Secretariat demanded preparation of the relevant document on the protection of cultural property in the occupied territories.


The document prepared by the Secretariat this year reflected legal analysis of 1954 Hague Convention for the protection of cultural property in the Event of Armed Conflict and the clauses in its two protocols on the occupied territories, mechanisms of their implementation and other aspects in favour of our country’s interests.


The concluding part of the document noted the possibility of sending UNESCO technical missions with the view of monitoring the situation on the protection of cultural monuments in the occupied territories. According to the document, UNESCO Director General should draw attention to the protection of cultural property in the occupied territories in the resolutions to be adopted at the UN Security Council and General Assembly.


Though Armenia objected to sending observation missions to the occupied territories and discussion of the issue on the protection of cultural property in the occupied territories at the UN Security Council and General Assembly, it failed to block the adoption of the document. Most members of the committee supported the clauses favouring Azerbaijan’s interests.

THE OPERATION IS BEING PERFORMED
