APA’s European bureau reports that the document is named "Perspectives and mutually useful results of Azerbaijan’s 10 years in the Council of Europe” and was prepared by Deputy Rafael Huseynov.

In particular, the document noted that in January 2001, while the national leader Heydar Aliyev sent Azerbaijani delegation to the Council of Europe set a task that have to bring to the world community the truth about the achievements of Azerbaijan, especially the occupation of Azerbaijani territories, hundreds of thousands of refugees and displaced persons, to keep the focus of CE the problem of Nagorno-Karabakh conflict. We have followed this task over the 10 years membership in the Council of Europe.

Although the main theme of the document that signed by representatives of Britain, France, Spain, Italy, Germany and other countries is Azerbaijan-PACE cooperation, mutually contribution between sides, the most significant issue is the settlement of the Nagorno Karabakh conflict and occupation of Azerbaijani lands by Armenia.

The statement notes that the entry of new independent states, including Azerbaijan, to the Council of Europe has led to significant changes in this organization and its new members, within last 15 years.

The results of such mutually beneficial cooperation are well illustrated by the positive development of Azerbaijan. After 70 years of living in a closed society, Azerbaijan became a member of the Council of Europe and using the rich experience of this organization has achieved rapid development in building the rule of law, democratization, the formation of free mass media, providing a wide range of human rights and freedoms. One major factor is the head of Azerbaijan’s commitment to the values of the Council of Europe, his desire for mutually beneficial cooperation.

At the same time, Azerbaijan has made a contribution to the development and strengthening of the Council of Europe. The Azerbaijani delegation actively participated in various structures of the PACE.

The statement emphasized the adoption of the Council of Europe resolution on the occupied Azerbaijani territories.

“PACE has demonstrated an objective approach to the occupation of 20% of Azerbaijani territories by Armenia and to the expulsion of one million Azerbaijanis from their native lands and adopted special resolution (N1416) on this issue. And this is one of the significant sides of mutually cooperation. Azerbaijan expresses its hope that PACE will continue to take a principled position on this issue and make efforts resolve the conflict based on international law and norms”, - the document says.
