PACE Secretary General answered Azerbaijani parliamentarians’ questions

Strasbourg. Fuad QulubÉ™yli – APA. Today Secretary-General of the Council of Europe Thorbjørn Jagland delivered a speech at PCAE plenary session, APA’s European correspondent reports.

Then the Secretary-General responded to PACE members’ questions. Member of Azerbaijani delegation Ganira Pashayeva asked a question the Secretary-General. G. Pashayeva reminded that PACE had adopted a resolution # 1416, the provisions of which have not been complied yet.
Besides it, Armenia ignores adopted by PACE resolution related to the events that occurred in this country. “Why does CE tolerates serious violations against human rights?” PACE Secretary General said that CE is not involved in solution of this conflict: “OSCE Minsk Group is engaged in this problem, therefore it is entitled to make a decision. As I noted in my speech, the principle of the rule of law is an integral part of conflict settlement in Europe. As a means, the principle of human rights respect should be paid more attention. Of course, this principle is included in the peace strategy able to promote in solution of a number of "frozen conflicts" in Europe. Today the CE doesn’t play a direct role in solution of this conflict”.

Then a member of Azerbaijani delegation Rafael Husseinov asked a question CE Secretary General. R. Husseinov’s question was about Armenia’s attempt to impede an activity of Nagorno Karabakh-related subcommittee established by PACE, and secretary general’s attitude to it. The Secretary General said that the Council of Europe doesn’t have at the inter-governmental level a working mechanism for solution of such problems: “We should focus on such important point as the rule of law and freedom of the press in both countries. Making our next conflict-related decision the rule of law and freedom of the press will be the basis. If we pay attention to the history we’ll see that in the countries that have democracy and human rights, the peace is achieved easier. If both conflicting sides approach to the noted values, then we can be closer to conflict solution. I hope, member countries of the Minsk group will pay more attention to the values and commitments that our organization created”.
