Department Chief of Azerbaijan’s Presidential Administration: “OSCE must increase pressure on Armenia”

Parvin Abbasov – APA. “NATO summit’s support of territorial integrity of Azerbaijan is a success of Azerbaijan’s foreign policy on one hand, and is a pressure of Azerbaijan on Armenia through NATO on the other hand”, Chief of the Foreign Relations Department of the Presidential Administration of Azerbaijan Novruz Mammadov told YAP’s website, APA reports.

Mammadov said he thought that Armenian president Serzh Sargsyan would participate in the OSCE summit in Astana: “May be today the Armenian president thinks not to participate in the OSCE summit in Astana, but I think he will come to the summit because missing the second important summit after another one, which will form the world’s geopolitical view, could be real political fiasco for the Armenian president and diplomacy. I consider the Armenian president is obliged to attend the OSCE summit in Astana. Generally, all of these are arising from that the Armenian leadership created intricate situation for itself with its adventurist, baseless and non-constructive position. Armenian authorities led their country to political and diplomatic deadlock today and can not find a way out”.

Mammadov said intensive negotiations towards the solution to the conflict have been conducted since the beginning of this year: “Russia, co-chair of the OSCE Minsk Group is demonstrating more activeness. It organized recent meetings which prove that. The OSCE also became active to contribute to the solution to Nagorno Karabakh conflict. Chairman of the organization wants the conflict to be solved soon and on the basis of international law. Today the world community supports solution to the conflict within the territorial integrity of Azerbaijan, but non-constructive position of the Armenian leadership prevents the conflict solution”.

I think the OSCE summit in Astana should address the Nagorno Karabakh problem and show strong position. The word “security” in the OSCE’s title directly concerns the South Caucasus. Unfortunately the OSCE charged the co-chairs with the mission to solve the conflict, but it doesn’t show strong position supporting them and approaches the solution of the problem from the view of probability. This large organization must fulfill its duties, make serious steps for security in the South Caucasus, adopt documents and increase pressure on Armenia. On the other hand, I think, as a reliable and strong partner of this organization and state which plays special role in peace and stability in the world, the United States should also show strong position. We want the United States to take active part in restoration of justice and principles of international law. We expect form the United States to express this position at the OSCE summit as well. As a result of the meetings, we want the conflict to be solved soon and fairly”.
