“As usual, the Parliamentary Assembly of the Council of Europe observes the parliamentary elections. Despite that PACE makes special decision regarding each country”. Kotek said the decision was made after the government of the country conducting elections addressed PACE for observation. “Azerbaijan has not sent such message to PACE. I think it is too early”.

“We have a plan for assisting the Government of Azerbaijan in the pre-election period. In April, we held first event within this plan. It was an event dedicated to the participation of the women in the elections as a candidate and voter”, said Kotek and added that they were preparing for the next events,

The Special Representative said they would carry out certain events for the journalists as well because they had a great role in coverage of the election campaign.

Kotek said some of the events would be organized together with the Venice Commission. “We don’t speak about any legislative act. We are speaking about the fulfillment of existing legislation. The Venice Commission is considering to organize some events in the region at the same time”.
