CoE may take action against Russia in event of failure to pay a contribution to the budget

“By the end of 2019, the CoE committee of ministers can take action against Russia because of failure to pay the contribution to the budget,” said the Secretary General of the Council of Europe, Thorbjørn Jagland, RIA Novosti reported.

"There is a rule in the committee of ministers that if a member state does not pay contributions for three consecutive years, the committee of ministers should take some action. We are already approaching the end of this period, and at the end of 2019 the committee of ministers will have to take action in relation to the Russian Federation,” he said, answering the questions of the Assembly's parliamentarians.

The conflict between Moscow and Strasbourg was aggravated in 2014-2015, when Russian parliamentarians were deprived of a number of rights because of their position on the Crimea. Moscow has frozen part of the payments to the budget of the Council of Europe, stating that it will continue to be so until the delegation's powers in the PACE are fully restored.
