Andres Herkel: Solution of all problems depends on Azerbaijan

He mentioned that representatives of the Council of Europe Venice Commission and Azerbaijani government have discussions on amendments to the Electoral Code and law on freedom of assembly and said they met with the members of the Venice Commission in Baku.
“Our opinions coincide. The election commissions should be formed so that the society can rely on them,” he said.
The co-rapporteur said that they met with eight prisoners in the jails, but could not meet with correspondent of Azadlig newspaper Sakit Zahidov, as he is held outside Baku.
“He will soon be transferred to Justice Ministry’s medical unit. Special representative of the Council of Europe Secretary General Denis Bribosia will meet with him. We did not meet with Ganimat Zahid either, as his trial continues,” he said.
Andres Herkel stated that journalists should be released so that normal atmosphere can be established before the elections.
“These journalists should join the elections with pens in their hands. We raised issue on releasing ill-health prisoners. Solution of all problems depends on Azerbaijan. We wouldn’t like to see these problems during our next visit to Azerbaijan and want to work on other issues. For example, missing persons, fundamental reforms carried out in judicial system and other issues,” he said.
Andres Herkel mentioned that PACE appointed Leo Platvoet rapporteur on missing persons in the South Caucasus in 2007 and he prepared a report and underlined that the co-rapporteurs’ mandate also covers this issue.
