Head of Azerbaijani parliament’s administration: Venice Commission highly appreciated the bill on freedom of assembly

He said that the president has not submitted the final variant of the bill to the parliament.
“The present law also ensures freedom of assembly in Azerbaijan. The new law clarifies the issue on holding protest actions outside government buildings. The bill exactly shows whether such actions can be held outside government buildings or not,” he said.
Safa Mirzayev also gave information about the bill on political parties, which is expected to be debated in the parliament. According to him, the law on political parties in the developed European countries envisages only parties’ financing by the state. Mr. Mirzayev said the new law on political parties in Azerbaijan will cover these principles.
“The bill prepared in Azerbaijani parliament will not be identical to the law recently adopted in Russia. The law that will be adopted in Azerbaijan will be a democratic document basing on European model. Financing criteria of political parties should be specified, as not all the political parties are financed by the state in the world. Financing is based on parties’ coverage, votes in the elections and representation in municipalities. Similar criteria should be determined in Azerbaijan, too. /APA/
