According to the statement, USSR President Mikhail Gorbachov’s “perestroika” policy laid the foundation of the tragedy. Armed forces entered Baku as a result of joint operation of USSR Defense Ministry, Interior Ministry and State Security Committee, killed over 130 civilians and wounded over 600 people. Regarding the tragedy as the beginning of organized terrorist policy against Azerbaijani people, ombudsman underlined that with this crime Soviet government supported Armenian political forces and as a result of it Azerbaijan underwent long-term aggression.
“UN Universal Declaration of Human Rights and other international legal documents were violated, when peaceful population underwent punishments. Unfortunately, the tragedy of January 20, which resulted in violation of human rights, has not got international assessment yet. The tragedy of January 20 has special place among the recent terrorist acts in the world,” the statement says.
Ombudsman hopes that this crime will get its international legal assessment. /APA/
