Swedish parliament to discuss resolution on Nagorno Karabakh conflict

Chairperson of Sweden-Azerbaijan Academic Society Nargiz Nadai told APA that it is the second draft resolution prepared by the members of the Azerbaijani Diaspora in Sweden. The first draft resolution was dedicated to the state of human rights in the South Azerbaijan (http://riksdagen.se/webbnav/index.aspx?nid=410&dok id=GU02U256), the second draft resolution demands the withdrawal of all Armenian forces from the occupied territories so that Azerbaijani refugees can return to their homes.

The motion for resolution was registered by Mehmet Kaplan, member of the Swedish parliament (Riksdag) aligned with the Swedish Green Party on October 5. Green Party is considered the third major political force in the country and according to the forecasts, its influence will further increase.
The draft resolution describes the history of the conflict and writes that the war was caused by the separatist intentions of Armenia and the Armenians living in Nagorno Karabakh, as a result of it one million people were displaced.
“Human Rights Watch has written several reports on the Nagorno-Karabakh war, in which, it notes that both the Republic of Armenia and the self-proclaimed Nagorno-Karabakh Republic has committed egregious violations of international law. Such crimes include forced displacements, looting and burning of homes, kidnapping and hostage taking, beatings and summary executions of prisoners of war and indiscriminate use of air force against civilians,” the draft resolution writes.
The document describes Khodjaly massacre as a war crime.
The resolution reaffirms demand, as outlined in the resolutions of the UN, EU and PACE, on immediate and unconditional withdrawal of all Armenian forces from the occupied territories.
Prior to the parliament voting, the draft resolution will be discussed at the foreign affairs committee. In case there is no unanimity concerning the recommendations of the foreign affairs committee to the parliament, discussions will be held before the voting. Since the parliament’s decisions are binding, positive results of the voting make the government of Sweden fulfill its requirements and turn it into an active part of the foreign policy.
