The White House believes it is close to reaching a one-page memorandum of understanding with Iran aimed at ending the conflict and outlining a framework for negotiations on Tehran’s nuclear program, Axios reports, citing two US officials and two other sources familiar with the matter.
According to the report, the US expects a response from Iran within the next 48 hours.
Axios says the proposal consists of 14 points and is being prepared by US President Donald Trump’s Middle East envoy Steve Witkoff and presidential adviser Jared Kushner in coordination with several Iranian officials.
The reported plan envisages a halt to hostilities and the launch of a 30-day negotiation process focused on reopening the Strait of Hormuz, placing limits on Iran’s nuclear activities, and easing US sanctions.
According to the report, the US is seeking a moratorium on Iran’s uranium enrichment activities for at least 12 years, with a mechanism that could extend the restriction in the event of violations.
At the end of the negotiation period, Iran would reportedly be allowed to enrich uranium up to 3.67% for civilian purposes, while committing not to pursue nuclear weapons and accepting enhanced international inspections, including snap inspections by the United Nations.
Axios, citing sources familiar with the negotiations, reports that Iran may also agree to remove its current stockpile of highly enriched uranium, with one proposal involving the transfer of the material to the United States.
The report adds that, as long as negotiations continue, both sides could gradually reduce restrictions affecting shipping in the Strait of Hormuz and trade through Iranian ports.
According to a US official cited by Axios, if negotiations fail or collapse, the United States could reimpose restrictions or resume military operations.
Axios notes that no agreement has been finalized so far, but sources describe the current discussions as the closest the two sides have come to an understanding since the conflict began following joint US and Israeli airstrikes on February 28.
