In order to stimulate the development of Azerbaijan’s tourism sector, new subsidy mechanisms will be introduced in several areas, ranging from air flights to hotel construction and bringing foreign tourists to the country, APA-Economics reports.
This is reflected in the Action Plan of the “State Program for the Development of Tourism in the Republic of Azerbaijan for 2026–2030,” approved by the Presidential Order dated August 20, 2026.
According to the document, the introduction of subsidy and compensation mechanisms in the following areas of the tourism sector is envisaged:
- compensation of the expenses of organizers of non-scheduled (charter) flights;
- subsidization of the organization of additional scheduled flights to target tourism markets;
- compensation of part of the expenses of organizers of tourism-related events, including concerts and entertainment programs;
-provision of subsidies to investors in accommodation infrastructure for each newly built and commissioned hotel room;
- provision of subsidies to tour operators for foreign tourists they bring to Azerbaijan;
- provision of subsidy support to micro and small businesses operating in the tourism sector.
It is envisaged that subsidy mechanisms for charter flights, additional scheduled flights, tourism-related events, tour operators, as well as micro and small entrepreneurs, will be developed and their implementation will begin in 2026–2027.
