The Collegium of the Education Ministry has approved the rules on transferring, dismissal, and reinstatement of students receiving medical education on bachelor’s and master’s degrees, as well as taking of academic leave.
The rules regulate the issues of transfer, dismissal, reinstatement of students from one university or educational program (specialty) to another, as well as taking of an academic leave.
The rules are applied to all higher education institutions of the Republic of Azerbaijan (excluding special educational institutions) irrespective of subordination, type of property and organization legal form.
The transfer of students of basic medical education at the bachelor's degree of higher education, change of their specialty and (or) educational form, their reinstatement and returning from academic leave are carried out during the winter and summer holidays. The transfer of students of higher education from one specialty to another is not allowed at the master's degree. The students at the master's degree has the right to change the educational form, to be transferred from one higher education institution to another on the same specialty (specialization) in the 1st academic year, while those excluded has the right to be reinstated to a higher education institution where they were previously studying their specialty (specialization).
Persons who are transferred from one higher education institution to another, those who have changed specialty and have been renamed as students (except for the transfer of those who are studying on the basis of state order in the same specialty) can only continue their education on paid basis.
The transfer of students from non-accredited foreign higher educational institutions to higher education institutions in Azerbaijan is not permitted. Relocation of students from one university or specialty to another, regardless of their subordination and type of ownership and the restoration of expelled students (excluding the restoration of students to a higher education institution to the specialty which he or she was previously studying) is only realized with the consent of the Ministry of Education.
The transfer and restoration of students to higher education institutions subordinate to other ministry, state committee or institutions which act as a founder on behalf of the state are carried out with the consent of the institution they are under authority of and the Ministry of Education.
In cases where the student has been transferred from one university to another, has been reinstated as a student and regained his/her academic background, his/her previously earned credits (educational outcomes) are considered by ensuring "The Rules for organizing credit system education on Bachelor's and master's degrees of higher education, basic (higher) medical education and on Master’s degree of the Azerbaijan National Academy of Sciences".
Students who are restored, who change their form of education or who are transferred (except for those who are enrolled on the basis of state order) pay tuition according to the amount determined for the group they will enroll in.
The decision came into force on Dec. 12.
