Azerbaijan exempts war veterans and martyrs’ families from property registration fees
# 16 December 2025 12:31 (UTC +04:00)

War veterans with disabilities and families of martyrs will be exempt from state fees for documents related to the registration of property ownership, APA reports.

This is reflected in proposed amendments to the Law “On State Fees,” which have been included in the agenda of the Milli Majlis session scheduled for December 16.

Articles 6 of the Law “On the State Register of Real Estate” and Article 26 of the Law “On State Fees” define the rates of state fees charged for issuing documents related to the state registration of ownership and other property rights to real estate.

This includes:

- issuance of extracts from the state register related to the state registration of rights to real estate, as well as technical documents (passport and measurement plan);

- carrying out land surveying work for the registration of rights to land plots;

- issuance of certificates from the state register regarding restrictions (encumbrances) on rights to real estate;

- state registration of mortgages;

- as well as other legal actions related to real estate.

The proposed amendment envisages exemption from state fees for socially vulnerable groups — individuals whose disabilities were established as a result of war, the January 20 events, or the performance of military service duties (including military service duties carried out at the Chernobyl Nuclear Power Plant), as well as persons granted the status of families of martyrs — for the relevant services and legal actions.

The exemption is aimed at enhancing the social protection of individuals belonging to these categories.

The draft was put to a vote and adopted in the first reading.
