In her turn, as regards to the possibility putting forward such initiative by the ICRC, head of delegation said that it is not under the ICRC’s mandate: “Unfortunately, we don’t have such mandate. Our mandate is directed to eliminate the results of war and to facilitate people to cope with the damages caused by war”.

She noted that in 2011 the ICRC started to implement project named “Economic Assistance” in the front line. The project was implemented in some villages of Terter, Aghdam and Fuzuli regions which are close to the front line: “Despite much time has passed since the end of hostilities, many villages still suffer from its results. There are such houses that are situated too close to the frontline and in the most dangerous places. Several factors were considered within the project”.
