He said that initial meeting had already been held in Almaty and concept prepared.
“Now agreement should be reached on the points of this concept. After the meeting of the countries this issue will be again considered at the Commission on the Caspian’s Water Bioresources. This issue will be likely solved in the first half of this year. Several documents and agreements should be signed for the imposition of the moratorium. They can not be available so soon,” he said.

Tariyel Mammadli said all Caspian littoral states had already agreed to impose moratorium.
“But there should be a document in order to accept this moratorium. Basing on this it must be known who and how will control this issue, who will deal with the protection and who with the fish breeding. The coordination activities should also be determined. Moreover, since the Caspian has no status for now, each country protects 10 miles of the sea. Who then will protect the open sea and who will coordinate artificial breeding of sturgeons? This should be determined. Though the Commission on the Caspian’s Water Bioresources has been functioning for 20 years, it does not have intergovernmental status. Therefore, intergovernmental status should be given to the commission,” he said.
